TOPS believes in the limitless potential of the youth and their significant role in the future of our world. In its 50th year, TOPS has renewed their efforts to bring education, shelter and more to the underprivileged youth.
Founded by the late Justice Corazon Juliano Agrava in 1969 while she was presiding Judge of the Juvenile and Domestic Relations Court of Manila, her intention for establishing TOPS was based on tracing juvenile delinquency at its roots, preventing its furtherance and treating it through a comprehensive and integrated approach towards total human development.
Fast forward to 2019. TOPS is presently engaged in providing education with focus on music, arts, and technology to the underprivileged children as well as those with learning disabilities. TOPS’ fortes include full scholarships, special studies and curriculum for children with disabilities, and utilizing the services of instructors, and livelihood programs for adults. These are achieved via its programs and services, namely:
Liwanag ng Tahanan (early childhood development program), a headstart program that aids mothers with children 3 to 6 years old with development activities for kids that develop their potential talents and capabilities at a very early age;
Operation Silungan, which rescues and assists street children and those in trouble with the law via the provision of transitory food, shelter, dormitory, physical and education activities during their period of custody before their reunion with their family and reintegration into society;
Tuluyan, a community organization method for both children and youth from marginalized families who, upon admission in TOPS’ drop-in centre in Sta, Ana are provided health and nutrition to prevent them from contracting diseases as well as basic education, literary skills and value formation activities;
Child Sponsorship Project, which provides juvenile child care and opportunities for both child and family whereas the sponsor contributes an annual subsidy for a package of educational, as well as self-developmental services that TOPS delivers which aim to uplift the physical, moral and spiritual values and where the sponsor serves as ninongs and ninangs to their second children and families.
